The Climate Action Adaptation Program was established in 2014 after community members expressed concerns that climate change would have negative impacts on their water utilities. Many communities have inadequate water utility infrastructure to ensure safe drinking water supply and effective wastewater management during power outages or flooding events. Other concerns revolved around combined wastewater/storm water overflow, storm gutter contamination, water pipeline breaks, non-potable groundwater, and salt-water intrusion.
