Director of Health

Full Time Term Position starting as soon as possible– March 31st, 2017 with possibility of Renewal

Description: The Director occupies a leadership role and is responsible for planning, organization, supervision of staff to achieve overall objectives and activities of the Chiefs as directed by the Executive Director and working in collaboration with the Director of Finance.

The Director of Health is the primary lead for the Health File, the Atlantic First Nations Health Partnership (Health Partnership), and all First Nation health-related issues, and policies/programs.

Who Can Apply: Applicants should possess a relevant post secondary Degree, diploma or certificate from a recognized post secondary institution. Those having a combination of relevant education and work experience will also be considered.

Experience: Applicants must have at least 3-5 years recent experience working with First Nations, preferably in the area of health policy research and development. A combination of comparable, relevant and recent education and experience will also be considered. Applicants must also have a thorough understanding of First Nation Health care.

  • Applicants should have strong conflict resolution and decision-making abilities; including the ability to think and interact strategically and innovatively while exercising sound judgment;
  • Applicants should have the ability to network, build effective relationships, communicate appropriately and represent the APC at meetings and other gatherings;
  • Applicants should have extensive knowledge of the APC member communities, organizations, culture and traditions;
  • Applicants must possess a valid driver’s license, have a vehicle and be willing to travel when required; and
  • The ability to speak and understand Mi’kmaq, Maliseet or Innu languages is considered an asset.

Essential Functions and Duties:

  • To represent the policy priorities of APC or individual Chiefs and Councils as identified by the Executive Director
  • Hiring, supervising and managing employees in the health department working within the existing relevant policies, in conjunction with and subject to the approval of the Executive Director.
  • Preparing and managing the entire budget for the health department working within relevant policies, in conjunction with the subject to approval of the Director of Finance; Responsible to manage and track health projects funding expenditures/revenues to ensure that all projects are completed within budget and addresses any and all variances;
  • Provide management and leadership direction to all health staff and collaborate as needed with other APC staff and projects; responsible to manage, develop and evaluate the APC Health Staff;
  • Develop proposals for funding approval by federal departments; Responsible to manage and track health projects funding expenditures/revenues to ensure that all projects are completed within budget;
  • Travel to meetings and promote Health related issues within the region and communities (i.e., Nova Scotia Tripartite Health Working Group);
  • Work with Mi’kmaq Maliseet Atlantic Health Board, First Nations and Inuit Health, Aboriginal Affairs and Northern Development Canada and Regional Health Authorities on health related issues;
  • Draft written briefing notes, reports and updates to Executive Director or the Chiefs and other stakeholders (as requested) on current health policy/program issues;
  • Conduct/facilitate research on health program/policy issues and provide health information to the First Nation Communities;
  • Network and build relationships with all key stakeholders;
  • Responsible for developing and implementing the approved health work plan activities of APC;
  • Participate as board member for APC on “Healing Our Nations”/Atlantic First Nation AIDS Taskforce; and
  • Ensure promotion of SharePoint and the website with entire department staff.

Salary: Depending on qualifications and experience (within APC salary grid).
Location: Cole Harbour, Dartmouth, Nova Scotia
Start date: As soon as possible until March 31st, 2017 (with possibility of extension)
